Email templates on CRM won't allow editing - gives error message: "Only 200,000 Characters allowed in Email"

The message clearly has less than 200,000 characters. It has a Pdf attachment that is 2MB. I create the template and it works perfectly but as soon as I want to make a small change to the template I get that error message. This is the message:

Hi ${Leads.First Name}
