Email verification

I am setting up a email account on behalf of some one, I set up the account and tried to verify the domain but I got a message saying this function is restricted. So the next day I try to log on to try again now the login wants me to verify the email address by sending mail to it. I have not set up the mail address yet so how can I verify the mail? Help Please.
