Emailing ONE Lead based on rules

Is there a way to e-mail ONE lead based on a criteria they meet on a modified Lead form?

Before we distribute leads we qualify one on one and then if they do not qualify to be contacted by a rep, we send them a thank you email but would like this to generate when we select a modified field on the Lead.

is this possible?
