Outgoing emails are stucked in outbox without being delivered.

Each mail has a red exclamation sign next to it and even if I select them and click Send right now. Nothing happens.

Currently I am only receiving emails.

In my organization other users can send emails. I am the administrator and there are no error logs in control panel--troubleshooting.
