enable/disable features

Hi there chaps

thanks for the latest update to VO. I know ive talked to you about this in the past, but i cant roll out the latest update onto the live VO server till i have a feature to selectively enable/disable SSH and IM (as i know ive got users who will abuse these features)

By the way all my 'trusted' users are really liking VO and keep coming up with more ideas to perhaps incorporate into it.
