Enterprise and proffesional

Enterprise and proffesional

So we are considering rolling ZOHO out company wide. HOwever we are trying to figure out what editions to use.  The pricing for enterprise company wide is to high for our considerations, however only 2 people truly need the enterprise tools, such as custom modules.  Is it possible to only have the administrators have enterprise, and then have all other employees operate on professional and just use what I have created, but not have the capabilities of the enterprise edition? or do all members need to be using the same edition
