evaluations or reviews

Newbee here trying to make an app for the local library system. Is there any advice on how to allow users to do reviews of products that other users can see. Like in Amazon you can see how many stars other users gave a product and their reviews. (In our case it will be librarians reviewing if a book worked well when they read it during a story time, but same idea.)
