Feature Request to add a way to default a project as "External" so any Milestone, Task List (and related Tasks), and Bug created would default to External

It's rather annoying to have a project for external portal users and have tasks and bugs not visible because someone forgot to flag the task or bug as external (it defaults to internal). So I am proposing we set the highest level of visibility defaults at the project level and then we only need to flag certain items as internal as needed.
