Fetch Mail

I have set the fetch interval to the lowest value, but Mail keeps taking a long time to arrive... between users we have timed that it takes between 5 to 7 minutes. I really find this to e extremely long speacially when you send it to people from your same department... is there any way to optimize this time? Thanks!
