Fields not showing when creating Answer Logic

Fields not showing when creating Answer Logic

I am trying to add Answer Logic to a Likert scale question. It's the first question in the survey. 
I only want the 'additional comments' box to appear if the selected answer is 3 or less.

But when I come to the section where I would select a field, there's nothing in the selection box (screen-1516).
I've saved, closed and re-opened the survey but this didn't make any difference.

If I try to do the same thing with the second question in the survey, I can create answer logic based on the first question. But this isn't what I'm trying to do. I want the answer logic to apply to this question, not an earlier one.

Is there a work-around to this?
