Is it possible to setup a rule of some sort to cleanse/format phone numbers to be in the same format?

Our CRM uses Phone as the primary key.  But leads imported from Facebook generally come imported with a "+1" prefix.

I'd like to find a way to automatically delete the +1 on all incoming leads.
