Ghost leads

Hello.

Some times I have leads come into my lead approval that look like complete leads but these leads are different because the person in the lead never filled out the form to the point that they sent me a form submission.

Where does this information come from when they don't fill out a form and submit?

How does a "lead" get created when the user doesn't submit a form?

I am using SalesIQ as well, maybe it is part of that?
