Giving Permission to HR Manager all staff records on same level

Hi,

My organization operates in several countries, each having a national manager, Human resource managers and other employees.

All staffs, including the HR Manger, reports to the national manager. However, how can I give access to the HR Manager so that the person can add/change the details for the rest of the employees that is the same level as HR Manager within a particular country?

In the settings there is only the function to allow a person to add/change subordinate/himself & herself.
