Groups Task Categories

We have a situation and we have tried to find the solution but cannot find it maybe you guys can help.

We have a group created. In the tasks , we have several different people working on specific tasks. Once a part of the Task is completed we need to change the Category. lets say it is in the General Category and it needs to thenbe changed Pending Review. How can the individual users change the catergories? As the root adminstrator i can change it anytime but i want to make sure the users can change it as well.
