Help: Is Not Empty Report Filter Value

Hi,

I have 4 pick list fields and i don't want to see those that are empty.  I have selected 4 filters on a report to not include those that are empty it still includes them them.  I have selected the OR value in each of the filters i'm not sure if this is the correct way. 

I am using this report for a dashboard, so instead of just seeing the accounts that does have a value in there i also see the blanks and there are TWO lots of these per graph.

I have had some Zoho support help with this they suggested to type something in the blank fields and then filter out whatever I have entered but this is just wasting my time, i should not need to do this.
