HELP - Mail Fetch has also been disabled for any active POP accounts

Hello, 

I am going through the following problem:

The email  fabiana@bancodefranquias.com has been block since yesterday, and the message is:

"Mail Fetch has also been disabled for any active POP accounts" (attached pic)

And then I go to the troubleshoot, I unblock it, I receive an email saying it was unblocked, and the just a couple minutes later I get another email saying it was block again (I went through the process for 4 times).

Could you help me?
