How can I recall contacts without any emails or notes in a given timeframe?

Do you know how I can recall contacts without any emails or notes before a specific date? i.e. to contact leads who have not been contacted within a specified period of time (I know how to do it by date/time modified, but that only works if contact information is updated not an email or note generated).
