How do I insert data into a pick list using the API?

How do I insert data into a pick list using the API?

I am using the exact same name as the name in the drop down of the pick list, however it's not recording any entry when I create a new record. Seems like I do have the fields right, but it's just not working. Is there a certain way to do this?
