How do I make department groups rather than project groups?

How do I make department groups rather than project groups?

Is there a way to create department groups in Projects? 
Example: We have 3 designers on staff. For design tasks, I have to assign design tasks to all 3 individually. It would be nice if I could group these 3 users together and call the group design. 
I think it is possible in the CRM, but the designers do not have access to the CRM.
