How do I set which users have access to email templates?

How do I set which users have access to email templates?

The CRM Help section  refers to an Accessibility Details box where a user can select what roles view which email template folder.

I'm logged in as the super administrator and I don't see any such Accessibility Details box. I created a series of email templates in the Public Emails Folder, but the managers (who are also administrators in the CRM) are not able to see the templates. 

Any hints?
