How does network contact fit in Zoho CRM?

Hello,

I was wondering if there any functions that allows to create seprate category for networking related contacts such as government agencies, chambers of commerce etc...

These are not really accounts as such but need to be followed upon and can generate leads and accounts....how does this fit in the CRM? How can we input them without them being really considered as account?
