How many free users on my domain?

I have just started Zoho Mailhosting for my domain. When adding users, I see a box with the following message:

Please note that you can add/import only a maximum of 200 users to your account. To add/import more users please send us a mail with your request to support @ zohomail.com

So I have started with 5 users. Now, however, I see a strange message above my email inbox which says this:

Free Version: Users limit exceeded.
Upgrade to avoid deactivation

So, what is the actual number of free users? Is it 200, as the first message says, or some lower number? Surely it can't be less than 5? Google Apps still has 10 and Windows Live Domains has 500.
