When we have a lead, we send out an email (using email template A) to that lead, which has an explanation of our company and our services ,etc.

Two weeks later, if the lead has not responded to email, we reply to the original email (template A) and use Template B, which says, "I sent you the below email 2 weeks ago and you did not respond.  Are you still interested"?

Is it possible to automate the sending of Template B by replying to Template A?

I know I can create an automation workflow in which Template B gets sent as an email 2 weeks after Template A was sent, but how do i do it such that the Lead receives an email from Template B with the content of Template A at the bottom?

We can do this as either an Automation Workflow Rule or even do it manually as a Macro.  If we need to write a script that's fine too.
