All of our users (approximately 65) need to have access to every project (approximately 5000). Each user should have access to each project. When a project is imported from Zoho Project I would like every user to be able to enter time on it. 

Background:

 1 - We have four departments (each user belongs to a department)

 2 - New projects are created daily and it cumbersome to manually assign each project and task/job to the four departments or 65 users

 3 - Our projects in Zoho People originate in Zoho Projects.

 4 - After importing all the projects I used an API interface to assign each department to all 4000 projects. Going forward I would like this to happen automatically.
