We are working on a CRM implementation here, and one important requirement is that Quotes should only be editable when they are on "Draft" stage?

Using the Layout Rules feature allows only to hide fields completely but, what we need here is just to disable them, or somehow let the user to see the records but not to edit them.

How can this be achieved?
