Is there a way to filter contacts that are NOT members of a certain campaign?

My use case is as follows: I have a campaign for an event I am hosting in Geneva. There are 100 people in the campaign who I have already reached out to.

I Zoho, I know I have a total of 500 contacts in Geneva. I want to pull a list of the 400 Geneva contacts that are not yet in the campaign, so I can send them an invitation.

Contact custom view filters allow me to filter by campaigns, but only by which campaign a contact is a member of so I can't use a filter "is NOT a member of Geneva event" for example.

Is there any way I can achieve this?
