How to mail merge pdf attach to workflow

Who could help me to find solution.

I have to create mail merge document in PDF, attach it to email and send this document.
Are there any ways of doing it? Have tried everything from Zapier to CloudConvert.
I could manually crate PDF and download it but can't attach it to email template and assign to workflow.

Will be glad if someone could help.
