How to put Provision for salary, telephone bills, electricity bills, Insurance etc in year end

Our company is in Oman, Here year ending month is December. I want to know how to put my december month salary, telephone, electricity, insurance in December month as provision.
Usually we pay all this in upcoming month, but my auditor told me to put provision for that in december and pay in january. I really dont know how to do this. Please help me ......
