I can´t unblock POP, SMTP

Hello:

could you unblock the account  pmedina@fashionco.pe please. This account exceeded the limit of 5GB inbox policy 

When I try unblock appears  :  "Operación permitida únicamente para usuarios pagos"

The account was cleaned and does not have 5GB of use

Please Help Me
