I need a help with zoho projects app.....

1. I want to know is zoho projects app is available as windows app?

    If it is yes then what are the operating systems it supports? like Windows 7,8,10?

2.  Can i assign a task to someone without creating projects in zoho projects app? i mean directly assign a task to particular  member? other than Individual chat is there any other way to do so?
