Can somebody tell me why there is no IMAP/SMTP connection on my new PERSONAL email account?

I read quite clearly that IMAP/SMTP is available on Personal Email Accounts so I decided to create a new account with a very long username and very secure password. Both are 30 characters long. I am getting an error message as shown in the attached image: 

How long does it take to allow users to connect via Thunderbird. I am quite sure my username/Passwpord is correct and the IMAP/SMTP details are as shown in the above image. I have double checked by logging via the webmail so don't tell me that username/password is wrong.
