Import CSV with UTF-8 or any other encodign

Import CSV with UTF-8 or any other encodign

I've tried to import utf-8 encoded csv data.
The imported result is garbled.
For instance "Jānis Actiņ�" gets imported as "J?nis Acti??" or "Jānis Actiņš"
The same thing happens importing either from file or with copy-paste from clipbord.
I tested with utf-8 and with window-157
