Importing Data

I'm trying to import data into my view and the problem im having is when i try to import into the date/time field the date part comes in correctly but the time doesnt. It gives me the time 03:00:00 for all of the records. And i tried using the migration tool but its not allowing me to upload my excel sheet into the migration application. What should i do?
