I use Zoho Projects solely for in-house projects with fixed cost budgets.  Only bills and expenses need to be charged against the budget.  There are no customers to be billed or invoices to be created.

How can such a non-billable project be set up?   As it stands, Projects assumes that every project has a paying customer so only invoices are charged against the budget.

It appears to be the same case with projects created in Zoho Books so, as a whole, the project budget functions Zoho provides are unusable and do not fit my needs .
