Incoming mail blocked for paid user

Incoming mail blocked for paid user

I have a one-line message my incoming mail is blocked. There is no indication of where or how I can get it unblocked. I see on the forum that this is really, REALLY common. Apparently there might be a place where as Admin I can unblock it, but I can not find it anywhere and your notification gives no clue whatsoever.

Please UNBLOCK MY MAIL!
