Increase Z-Index Layer of Help Drop Down

Increase Z-Index Layer of Help Drop Down

If a user is within a settings control area, the Help Drop down is "hidden" by the setting control layer.

To reproduce: go to Settings > Custom Fields. Then select the Help (?) icon. The Help drop-down is hidden behind the Settings Control layer.
