Insufficient Privileges error on using Open in new tab and reports - No access changes made

Insufficient Privileges error on using Open in new tab and reports - No access changes made

This just started happening yesterday - there are functions that are giving us a Insufficient Privileges error.  
1.) Open via right click open in new tab - will no longer open the contact record it throws an error message.  
2.) Export of reports = same screen - Insufficient Privileges.  

No changes have been made to settings - 
Chrome is up to date and cleared cache this is still an issue.

Any suggestions?
