Is there a way to notify an operator when a repeat visitor hits the site?

Is there a way to automate the notification of an operator when a repeat visitor hits the site? 

Our operators are part-time operators so I don't want to start a proactive chat and then not have an operator available.  I just want to have the desktop application make a noise like it does when someone starts a chat.  That way the operator can evaluate the visitor and decided if they want to start a proactive chat or not.
