how many records a workflow rule can apply?

Hi,

I set a Workflow Rules for Lead Module. let say If a lead is created, then the workflow rules will automatically change the 'Lead Source' field in a lead record.

I will create the leads one by one, not in a bulk, not simultaneosly. the lead is created manually one by one. let say:

the first lead is created at 09:00 AM

the second lead is created at 09:08 AM

the third lead is created 09: 11 AM

and so on and so forth

for scenario like this, how many lead records a workflow rule can apply? I have actually got an answer, from email. but I just want to double check, because I maybe wrote my question wrong/not clear enough. the answer from Zoho Staff from email is like this

" I have double checked on this and would like to inform you that as of now we can update fields for maximum 1000 records through workflow rules. Records either created manually or you are trying to update in bulk only 1000 records can be updated.That is the maximum limit in workflow. "

for my scenario above, I can only apply my workflow rules only to the first 1000 records? it seems very very limited for me. is there any documentation for this one?
