Is Zoho reusing inactive accounts

Is Zoho reusing inactive accounts? I had an account that I used for personal thing (Bank, utilities, shopping, etc). I am tying to login in, and I see that that account is managed for another person. If this is a reuse account, is is a huge security issue.
