Issuing alerts associated with Notes

Is there any way to create a workflow rule that issues an alert when a Note associated with a Potential, Account or Lead is created or modified?

From what I can see, Notes are the primary document used to for Client Visit reports but I can't figure out how to disseminate that information through the sales organization.

So far I have only been able to generate alerts associated with changes to the core data for the Potential, Account or Lead.

Any suggestions would be most welcome.
