Video attached. No matter how many times I exit and relaunch the journey builder the "Save and Associate" button works 1 out of 10 times. This Is beyond frustrating because I spend more time trying to get an action to save than I do build my flow. 

I have tried using Chrome, Safari, and Brave.  I am getting a "crbug/1173575, non-JS module files deprecated." in the browser console.
