I've set one of my Layouts to only be viewable by "Administrator" profile, but all profiles are able to access that Layout.  I've also changed the setting on certain fields to "Don't Show" for certain profiles, but they still show up for  those profiles.  The fields are not mandatory or required fields, so I can't think of a reason why they would be showing up.  The only thing we have done is setup a Webform which is associated with the Layout that I am trying to restrict to Administrator profile.  But none of the fields which I have tried to set for "Don't Show" are associated with the Webform.  Any ideas on what could be causing this?
