Lead coming in from Zoho Survey not following lead assignment rule

I just wanted to confirm that a form that is submitted via Zoho Survey "qualifies" to trigger a Lead Assignment rule in the CRM?

...it does not seem to be so....a Survey is submitted with a hidden custom variable that populates the "Company Name" with something like:  CHANGE ME

 I then set up a lead assignment rule that says:  if a lead has "CHANGE ME" as company name, assign to UserX.

The problem, it is not being assigned to UserX, it is being assigned to the person who created the Survey.

I <could> use a full-fledged Workflow rule to do the assignment, but then I lose the ability to do a round-robin assignment of Leads...it would have to go to one person since the workflow rules do not give the option of a round robin assignment.

Any ideas?
