Lead import errors

I'm getting error trying to import .xls and .csv "Cannot be more then 200 rows". So I chopped the load in half, the first w/ 199 loaded fine. The second creates error "Cannot be more than 22 rows". Could use a little help figuring out why the number of rows appears to be so random.
