Lead import errors

Trying to load a list of leads into CRM via .xls or .csv. The first load create error "List cannot contain more than 200 lines", so I broke the list in half. The first list (now 199 lines) loaded correctly. The second load creates error "List cannot contain more than 22 lines". I could use some help understanding the random number of maximum lines a load can accept please.
