Limited by phone number for multiple domains?

I want to setup a paid account with support for multiple domains. Users may have email addresses in more than one of those domains. I've run into problems where one phone number can only be used with one user, for example I use a business email for some work I do and cannot create my own account without deleting myself on that account.

My question is whether users will be able to be assigned to more than one domain if I delete myself from my friends account and set up my own paid multi-domain account. So can Fred's phone number be associated with those multiple domains?  Thanks
