Mail account blocked

Hello Zoho!

A user under my domain slpc.com.au  tried to send an email to several of our clients and his account got the "  Outgoing enabled" option  disabled. I, as the administrator, tried to enable outgoings but I got an error stating that I have to be a paid user to do so.

The user also got an email stating that his user was blocked with  "Reason :Mail Recipient count exceeds limit [Recipients=68]".

How do I enable this user to send mails again? How long do I have to wait if it will be automatically enabled after a period of time (although he needs to send emails to clients right away).
