Mail Account Blocked Max Exceeded

I am not receiving new emails and I can not send emails. 

And I get this bright red message when logging in: 

Your Incoming has been blocked and the emails will not be fetched in your Zoho account and POP AccountsClick here to get unblocked.

The "click here" goes to https://mail.zoho.com/UnblockMe 

which then says: 

Your account sales@dienthoaikhachsan.com has been temporarily blocked.

Block Type : Mail Outgoing blocked.

Reason : Mailbox size exceeds limit 

when I type in the captcha it then says 

Account Block Information

To unblock , ensure atleast 5% free space of your total mailbox size exists after email deletion.

But, I have purchased a subscription, so now I have 30GB meaning I have 83% free, far more than the 5% free I am supposed to have. 

And yet it still will not unblock me. It's been about 3 days since I have had the subscription.
