Make some workflows functionnal only for portal user, not the admin

Is it possible to make workflows function only for portal users ?

I have a form that I disable some specific fields, for user not to change them but see them, and as admin I want to change their content. For example the user has to ask me to make a change a I can make a decision if I change it or not.
